Is it possible to make the notifications appear not in the lower right corner, but in the upper right corner of the browser?

You'll have to suggest this to your browser company as they standardize this, note that Mac user's for instance get all their notifications in the upper right corner including those from Chrome.
I have windows 10 and Chrome.
So yeah you'll have to google around how to suggest something to the Chrome team, perhaps try the Help menu.
