Desktop Notifications Not Working

A Google Chrome update a couple weeks back broke pop-up notifications for Checker Plus and Google Hangouts. The sound works fine, and the mail icon in upper right corner indicates there's new email. But I'm no longer receiving pop-up visual notifications like I used to. This is on a PC running Windows 10; I also have a Mac laptop with updated Chrome, and Checker Plus works fine there. Screenshot below of my notifications settings.

I actually tried all that a couple weeks ago when the problem first started happening. Everything is set OK here but I'm still having the same problem

Because you mentioned it also affected hangouts, I'm going to have to recommend you checkout  Chrome's support for this issue.
